This is a project use the webp project source code.

It's a Windows Phone RuntimeComponent Project can be use for the managed lanuage(like C#) to decode or encode the webp image.

The sample code just give a sample of decode webp image to ARGB byte array. The libwep has a lot of method you can use to decode or encode. Just uset it as the way you like. Have fun !
