the GPL ("Copyleft").

Alternatively, the QP frameworks may be distributed and modified under the
terms of Quantum Leaps commercial licenses (dual licensing), which expressly
supersede the GPL and are specifically designed for licensees interested in
retaining the proprietary status of their code.

The QM graphical modeling tool is free to download and use, but is not
open source. The QM tool is provided under the terms of a simple
End-User License Agreement (EULA).
