Portable context marking (or PCM) for OpenGL context creation

It is an experiemental implementation for OpenGL context creation. It normally works for Windows and Linux (X11).

The aim of this project is to have a lightweight library without using bigu libraries like SFML or other graphics libraries. The project is abondonned for now.
