Under Section F, Article 2(d)(i) of the National University of Singapore's Policies Relating To University Intellectual Property, any software written by university members is owned by the University.

This code is likely to be covered by the above clause, and as such cannot be released under an open license. The code is publicly available purely for academic purposes, and as a personal portfolio. A clean-room reimplementation is strongly recommended if any work is derived from this.
