Requires a COM port which is the arduino, but it will work even without an arduino. I used http://www.hhdsoftware.com/free-virtual-serial-ports to create a virtual com port for testing. Also, the webcam has to support RGB_24, and 720p (not versatile 'cause I didn't have time to do it for the project).
