Compressed sensing OpenCL implementation

Prerequisites:
1. VS2012

To build, set following environment variables:
1. BOOST_ROOT
2. bunch of JAI_SDK variables (set during JAI_SDK installation). Will get rid of this dependency later.
3. OPENCL_ROOT
4. OPENCV_DIR
5. VIENNA_CL_ROOT
