An IPC-2581 to ODB++ converter

This converter reads IPC-2581 format, then outputs ODB++. There are some inconsistency between IPC-2581 spec and existing IPC-2581 reader found on the web. These inconsistency are listed in ./inconsistency_problem. See ./notes for more issues found while writing this program.
